Like every "high end" casino opened since Caesars opened in LV in the 1960s, management thought that by attracting high rollers only they could make the casino profitable. holloi polloi were supposed to come by bus if they even dared to enter the property. Therefore, they didn't need a lot of parking.
Since nobody going into a casino thinks they are "the masses," everyone coming in was filling the parking lot. Poker players are the bottom of the masses in terms of value to the casino. They would gladly get rid of the poker room at this point, except that their license depends on having a poker room. At night and on weekends, there isn't enough parking for everyone to park in the garage. Therefore, they discourage poker players from coming in on prime hours so their more profitable clients can park.
