Different pay tables have different returns; casinos typically alter this by changing the number of bets a full house or flush pays. A machine that gave 100% (assuming perfect play) would pay 976 bets for a royal flush, 9 bets for full house, and 6 bets for a flush, but typical "good" or "full pay" machines usually pay 800/9/6, and the 800 goes without saying so those are called 9/6 JOB for short, and they pay 99.54% back assuming perfect play.
(Also if you don't max bet, you don't even get the 800, but... 400 I think? So you should always max bet, imo.)
Most Encore Everett machines pay 8 bets for a full house and 5 for a flush, i.e. (800/)8/5 JOB, with a 97.3% return. If you want 9/6, you need to bet $25 a hand ($5 x 5 for the max bet bonus). You can see the paytable above the cards on the machines; I'm sure it's possible to bet $25 a hand at Encore and be on a machine that still pays only 8/5.
I actually played about 10 hands at $25 at Bellagio in 2017; they had one 9/6 machine in the whole casino hidden in a dark corner of the bar right outside the poker room. It didn't even spit out tickets; a host had to come by and cash me out for my last $50. Hopefully it is still there; it might have been the only "full pay" JOB machine on the whole south side of the Strip. I was getting some ridiculous villa-sized room offers from them for about a month afterwards -- still well beyond my means at even a discount -- and I can only imagine that is why.
