I would say it is if you compare like items yes. I do think that women tend to shop lower than men for the same income level just because they have a decreased ability to amortize the cost over wearings.
Further, women get nickel and dimed. PR bought an Armani Black Label suit and she had to pay for all the tailoring which is standard for women. At the same retailer I've bought suits both Armani and lower and I get all my tailoring for free. The same applies for pants or anything else. If I buy something I pay the price of the item and no more. If she buys something that requires alterations she has to pay.
Also women have additional items that men don't have -- specifically bras, handbags, and accessories. Their shoe requirements are vastly greater as well.
