For well drinks, I think you have a point. For draft beer, having 4 taps instead of 2 at a station should not slow down the process. Removing all bottled beers makes no sense for speed, as they are faster to prepare than draft beer. My conclusion is that it's purely for cost cutting, and I suggested a $4 per drink charge in my email.
Another aspect mentioned by the floor last night is the tiny room that they have for beverage service. He said the waitresses are always jostling and bumping into each other, so maybe removing cases of beer or beer coolers gives them more room to work.
