In many cases, yes. As has been pointed out to you many times before, we "let people break the law" every single day. We do this because we have determined that complete enforcement of the law against every violator would require a commitment of more time and resources than we are willing to commit, and/or would require measures that are more invasive than we are willing to impose. (See, for example, speeding, drugs, taxes, etc.)
In these cases, we establish enforcement priorities. And when it comes to immigration, it is completely logical to believe that someone who has worked hard, built a life and a family here, and has basically kept their nose clean shouldn't an enforcement priority.
