It's not to poor people.
I used to work at a bank in a poor area. The people receiving county assistance (welfare) were given an ID by the county which enabled them to cash their monthly check with us. It wasn't good for anything else, but they didn't need an ID for anything else. When you pay everything in cash, use public transportation, and live in public housing or with relatives, you have no need of anything else. Same goes for people who are working cash jobs - day laborers, construction/roofers, childcare, etc. On those rare occasions that they get a check for something they either go to a check cashing place and pay a 10% fee or sign it over to someone who can cash it for them.
It's truly an entirely different world that these people live in, and most of the rest of us have no idea what it's like
