Reid was forced to use that nuclear option because of McConnell's unprecedented blocking of lower court nominees from Obama. They tried to negotiate with McConnell multiple times, but he would never give an inch, so they were forced to go nuclear.
Look back in history. The time before that when Republicans deployed unprecedented obstruction, Democrats "compromised" with Republicans and arguably got by far the worse end of the deal. This has been forced by Republicans over a long series of many years.
It's also completely unprecedented to not even bring a nominee up for a hearing. That's something McConnell decided to do within an hour of Scalia's death. He destroyed the Senate systematically and for his own personal political gain.

The Walker administration argues it doesn’t fit the department’s core mission.
Well OK I can understand getting rid of a program that's a money sink. It might be nice to have but sometimes you have to go with the most bang for your buck
