Why would staying at Horseshoe be a bad idea? I actually used to stay there all the time during my WSOP trips even when when WSOP was at Rio (and often walk to Rio!).
It's not a luxury property, but I always found it to be a very good value for the money, with clean and relatively spacious rooms. And now with the WSOP actually there, it's certainly the most convenient option.
The biggest drawback is that the food options there are very mediocre. But the location is terrific, as Bellagio/Caesars/Paris/Cosmo are all basically next door. Right now, it's not quite as convenient to other casinos as usual because of all the strip construction, but they're still very close.
To be fair, I haven't stayed there in several years (I have no comp status with Caesars anymore, and better comp status with MGM). So maybe it's really gone downhill, but my experience there was always quite good.
