I think these are attempts to maintain as much money as possible in hands as many players as possible. Same applies to payouts structures. Especially tournaments with great buy-ins. That way more players with average (often at most) skills are more tempted to play. Also greater part of funds circulates in hands of larger quantities of players. Turnaround level for funds is grater, hence casino's fees.
Business is business but - from what I've learned at many casino's, also offshore - great part of such funds is redistributed among players in form of bonuses, higher guarantees and freerolls... It - again - work for benefit of casino as much as all players. If only because more new players are willing to join and more unskilled ones are willing to stay.
