Wow Phil Ivey got away with one there. At a minimum the 25K chip has to stay in the pot. Probably doesn't have to call the all-in, but that is a dicey floor call situation when a single chip tossed onto the felt can and does signify a call of an all-in.

and it isn't a dicey floor situation. the rules are very clear. it is a call. this is like WSOP rules 101.

I've seen it been ruled a chip forfeiture but non-call before depending on circumstances. If the player just muttered "all-in" and did not push any of his chips forward into the pot, and even though the dealer may have slide the all-in button to such player, if other player clearly did not realize action ahead of him, I've seen where a call is not mandated, especially when it's from the small blind and he's just as likely to be trying to complete his small blind, which was the case here. I've seen floor rule that chip stays, and give a warning that if it happens again, it's a call.
