Action flop is a very wet flop, aka JT7 2t vs A73r, where more then one person can easily flop a monster hand they'd have no problem stacking off with, as opposed to A73r where the lack of connectivity+FD+more common 2P hands reduces the combos of "nutty/stack-off" hands considerably.
I've been 12-24 tabler on stars for ages, and randomly put money on bodog coz i heard it was insane fishy, well thats true even the regs aren't that good for the most part, but AFAIC on stars i feel like the flops are very balanced. Say on a scale of 1-5, 1 being really dry and 5 being really wet, i would say stars is very balanced, where on bodog i would say your getting way more flops in the 4-5 area.
I've done no database analysis, i don't feel extremely passionate ["ZOMG RIGGED!!!@@~11"] about this, but i definitely feel strong enough about it to say i won't ever play there again, and i would recommend nobody play there.
And as far as the "how" question that would be a matter of parameters in the software.
