I have a ton of moto experience from the US and have many miles of riding on 4 different continents.
I am not a big fan of people calling all engine driven bikes 'motorbikes'. There's a world of difference between scooters and motorcycles and the sort and extent of trouble each can get you in.
In LOS, nothing is a problem until someone gets injured or there is property damage. If you are in an accident, you will be found at fault almost always. If you don't have a license, they will latch onto this fact to extract more money from you. (That said, I'm not sure if you need moto endorsement on your license for scooters in LOS... )
That said, a scooter is the best way to get around locally. It gives you so much more freedom to do what you want whenever you want when you don't have to rely on others to get around.
I say, go for it, the risk is worth it, but don't be stupid about it. DO use it for transportation instead of screwing around. Don't go crazy trying to pass people and filter between cars. You will get there eventually. Slow down. Don't feel pressured to go faster just because three 12 year old girls doing their makeup on one scooter all flew by you as if you were standing still. Take your time and build you your skill and comfort level. And last but not least, don't swerve around. Whenever you're not sure what to do - just go straight and steady and everyone else will filter around you....
