Having a foreign driver's license is enough in my experience. As long as it's current and has a photo, you are good to go. You don't need to hold a Thai license.
I own a motorbike in Samui, I got around the residency criteria by just registering it in the name of a friend's (thai) wife.
Only paid 15k baht for the bike, so it's hardly a huge risk.
If you get a Honda Wave or any one of the more popular models, it's pretty simple to sell it again when you leave. In fact the day after I bought it I had waitresses offering to buy it off me for what I paid for it.
