I use Steam Balance if I happen to have any but otherwise I use paypal. The default refund goes to Steam Balance but in a drop-down menu I could select refund to paypal, I assume it is the same for other forms of payment.

Transistor for $5 seems like a snap, and maybe Bully for $3. Meatboy for $1.50 is obv great, but you can pick it up in the latest humble bundle for less, or with other great games.

bought chivalry and played the training part,game is hard but looks fun inbetween doto and cs.
considering borderland 1 as I liked the 2 but dunno how it held.
also pondering getting civ 4 ( i have civ 5 but gameplay is different if I recall),how much better is civ 4 vs civ 3?
survivalist looks nice too.

I'm not going to look it up, but I vaguely suspect some games get their regular price boosted prior to the Steam sale so the discounts look bigger. Prototype 2, a game from 2012, normally retails for $40?

Not sure about this game specifically but apparently there have been accusations of price gauging. Would not surprise me for Activision to be one of the culprits; I reviewed Singularity, which came out in 2010, in another thread and was shocked that it retails for $30 on Steam and in disc form (I got it for $5.99 plus a $5 off coupon but it had been discounted from $29.99, go me). I guess Wolfenstein: The New Order typically costs $49.99 but is showing as being discounted from $59.99 in the sale. Also, people have pointed out how GTA bundled some currency with their game to bring the price point up.

As for How to Survive, the reviews are mixed but if you get it buy all the DLC for $0.99 (including base game), which apparently improves the game significantly.

Endless Legend is an easy purchase if you dig 4X games.

Each major faction has a characteristic that distinguishes itself entirely from the other seven playable factions. Instead of having generic units that most civs share, each major faction has its own small, unique set of military units that can be upgraded via a combination of research and resource allocation. The lore (same universe as the other Endless games) is actually well fleshed out considering the genre, and you learn about each faction as you follow a long quest line that is a victory condition if completed. Similar to other fantasy 4X games, you have Hero units that have a wide variety of skill trees to upgrade as they gain experience. IIRC, the map is always randomly generated. It's damn pretty to look at, and the height differences between neighboring tiles create some interesting choices for city placement and pathing that are something I hadn't run into before.

I grabbed the expansion earlier today (doing good so far, only my second purchase), and am looking forward to firing it up again for the first time in a couple months.

So what does it mean when I'm about to earn a steam card for the monster game that's valued around 10 bucks? How do I view it and how do I sell it? I never understood the whole cards thing.

Games are cheaper in 2nd-world countries (South America, Asia, Russian bloc) since publishers want to sell some instead of nothing. Generally -30-60% of what we pay. CD-Key retailers buy the games and sell the keys for profit. Few of the keys might have been acquired illegally, but majority (if not all in legit sites) are from buying games cheap. As long as publishers are fine selling games at discount, I'm going be using 3rd-party CD-key sellers. Saving 50% on each AAA title on release date is just too big difference.

Man, I literally got a refund within like three hours. I got an insta reply email acknowledging it and I deleted the game (to show good form?) and the refund was already done when I did and the game was gone. Good stuff.
