It's difficult to come up with a procedure for reviewing bad non-calls.
If they saw it and weren't sure, they can blow a whistle and review it, but then people complain if he is in bounds and has a spectacular dunk waved off. Refs should be confident in their calls, even in their mistakes. If they get tentative, that just opens up the game to all sorts of other problems.
Mistakes happen. Getting it right 100% of the time is not a realistic goal. I think a more reasonable idea for trying to minimize errors is to add another referee.
