No he wasn't, it was quite clearly a designed hand off to the running back. They had a receiver split out wide as well, it certainly wasn't "victory formation".

IIRC wasn't they trying to center it between the hashmarks before a FG attempt next play? Definitely more complicated of an exchange than a regular kneeldown, since Rivers would have to actually take a step back and position himself before getting creamed by a DL.

It got much much worse. QB sacked on 2nd down, TCU spikes it on 3rd down to take a FG try with 24 seconds left on the clock. Plenty of time to run a play on 3rd down, or at the very least run the clock down. Unbelievable how dumb these guys get in the fog of war.
