Assuming seeding of the Zone games work in a similar way to how Zoom works on Stars: When player pools aren't large enough to sustain round-the-clock play, then players are needed to start the pool running by sitting in and waiting for others and/or playing short-handed for a period of time.
As a decent player is able to make a "reasonable" hourly playing as low as 100NL on Bovada, but not so much at 50NL, a threshold exists between these two stakes. So it's quite possible there are simply more grinders willing to help get the pool started at 100NL.
When I organised Zoom Pool starters at Full Ring, originally at 200NL and then later at 100NL, we had a handful of players synchronised to try and kickstart the pool at a certain time of day. As long as we reached a critical mass of players then often the pool would grow fairly rapidly and be able to sustain itself.
I only have limited experience of dabbling with Zone so I would bow to a better explanation from a more experienced player, but the above is my best logical guess based off of my experience with fledgling Zoom pools.
