I would like to thank you for your generous contribution to the forum. I am generally a fan of your posting. However, I would like to address a few points in the post quoted supra.
To begin, I am not 13ball, and in fact I only have two balls, but I would like, if you would grant me the privilege (and I am very privileged to be here), to respond to your points.
1) I do understand the time frame, and I believe Thirteen Ball also understands the concept known as time, as such that humans can, however, you may find that the construction of a "pace", as it were, actually adjusts for the concept of time to allow us to compare rates without caring about what month it is.
Secondly, to address the, in my opinion, more pressing issue of St. Louis:
St. Louis had a murder rate of 0.0595530354625655% in 2016, which means that 1 out of every 1,679.175531914895 human beings in St. Louis was murdered in 2016. By contrast, you will find that only 1 in 12,431.3333333333333333 people in the city of Chicago were murdered in 2016.

Also, I would like to point out that Chicago only had 762 murders in 2016 whereas the state of Florida had more than that so honestly I think we should tackle the issue of certain types of people killing each other in Florida and St. Louis before we worry about Chicago.
