Yea, because they don't have an agenda at all. And none of those people are blindly following them. Zergs(read: zergs of blizz/tl forums) are notorious whiners.
Seriously it's viewed that way because people fail to adjust. Is it strong, yes? But look at the cost. You basically have to get a third base up to make it effective. Look at the replays of games you lose vs this build and look at army value when the fight happens. He's gonna be significantly ahead in spending, notably in gas.
There are other ways to play this game, just don't be so stubborn. You can go muta/ling. Just keep the mutas alive as long as you can. Do damage in and around his base. Force phoenix/stalker to keep the colo/vr numbers down. Then when you have macroed enough while keeping the toss on 2 bases, you can remax when he pushes out on a different unit comp. The toss will be left with units that he doesn't want. Yea muta/ling is bad whatever, but you can use it to macro up and force a unit comp that is not void ray/colo.
I've seen pvz go like that a huge percentage of the time on streams lately.

Everybody was. It used to be speed ray colossus with nothing else. Taking away flux vanes hurt that build a lot.
