The fact that there's no team that was shown to be consistently better than other teams at drafting (lolBrowns are consistently worse but that's beside the point) shows that it's either impossibly complex or all the teams use the wrong methodology and proper ways of evaluating NFL talent haven't been invented yet.

NFL teams like 6'4" guys who look pretty throwing a football (all the better if they "look like the kind of guy you want your daughter to marry," if you get my drift) and are shockingly unconcerned with ability to execute all the necessary duties of quarterback well and at game speed.
Also, a large (3/4 at least) portion of teams use one of two national scouting services for their evaluations (or did last I checked). If everyone is working from the same list, the mistakes made on that list are magnified.

He didn't really suck, but his coach hated him and I'm guessing that stunted his growth. (Just compare his numbers to Kerry Collins' on the same team, and then remember that Jeff Fisher, noted QB genius, looked for every excuse he could to play Collins over Young.)
