I think alot of it has to do with the fact that a spin bowler takes years to develop his craft compared to a speedster. Murali just had the offspinner when he started out and then added a bunch of different balls to his arsenal over the years.
It's difficult for a spin bowler to come into international cricket and blow you away. He likely won't have enough control over his variations. So they come in with like 2 different balls and develop more over the years ( or work backwards in the case of Bhajji).
