Was this purely shoot-outs or all penalties? England looked decent but not great in the first half, very average in the second half/first half of ET and actually fairly good in the second half of ET.

Very rough estimate based on the odds I've just found make 25% chance seem about right. Russia moderate underdogs, England moderate favourites.
