To be fair, after reading the article, I think it's much more likely that Kate del Castillo was the one they tracked to Guzmán.

Plus, in the movies, it's always a woman responsible for the downfall of major criminals.

They must have asked him how long he thought it would take for him to escape, and then added a few month pad so he'll be able to. No one in Mexico wants the U.S. to know what El Chapo's been doing. This isn't some plaza boss, or someone whose good run has ended. This is a guy who can topple whole governments based on the amount of corruption he was a part of. And as he said, remove him, and someone else just takes his place.
