Not really ... What happens is, at the end of the month, someone, possibly a mod if they can be bothered, searches the thread for "nom"s and quotes them all in a single post. Then after a sham of a straw poll, one is picked by a mod, and a new thread is started. Occasionally, a mere mortal non-mod crates a new thread with a title of their choosing, in which case the mod just overrides them and changes the title to what they were going to pick all along ... nothing democratic about it at all ... its a brutal dictatorship.

hmmm.... nope. That would seem to be the case occasionally but it isn't exactly like that. When a mod regains consciousness and takes a notion to start a new LC thread, he also names it. No democratic theory needs be applied.

Now, since the mods have little energy and no imagination they do tend to choose a low hanging nomm'd fruit when they understand the words.

Obviously there will be noms which can't really be front paged like say 'I can smell your cnut from 200 meters ya fat whore' which might get loads of noms but can't be used because it probably breaks teh T&C's. Ice wolf says it goes by numbers and I take his word on it.
