You can use "one time" more than once, but once whatever you are asking for actually happens, you can't use "one time" anymore, since you'd really be asking for "another time."
And even if someone had never said "one time," if they win a major event like the WSOP Main Event, I think they are disqualified from using a "one time," since they really already had their unspoken request granted.
