Report by Peter Dean to the Alderney Gambling Control Commission, 26 March 2012
FULL TILT POKER REVIEW
INTRODUCTION
1. I have been asked by the Alderney Gambling Control Commission (AGCC, or the
Commission) to review and report on the actions taken by AGCC in relation to
companies together trading as Full Tilt Poker, with particular reference to the
appropriateness, timeliness and fairness of such actions. The term “FTP” is used to
mean one or more of these companies, depending on the context..............

........AGCC issues the following licences, certificates and approvals under the regime now
current: Category 1 egambling licences to providers of business-to-customer
gambling operations; Category 2 egambling licences to providers of business-to
business gambling platforms; foreign gambling associate certificates to foreign-based
equivalents of Category 2 egambling licensees; core service provider associate
certificates to those providing core services; hosting certificates to providers of
gambling equipment housed in the Bailiwick of Guernsey and elsewhere; temporary
licences allowing companies to run egambling operations from Alderney/Guernsey
for a strictly limited period of time; approvals of licensees’ gambling equipment and
ICSs; and key individual certificates to those in a position to control or exercise
significant influence over licensees’ operations.
12. The 2006 and 2009 Regulations set out the criteria to be used by AGCC in deciding
whether an applicant is a fit and proper person to hold a licence. Among other things
the Commission must have regard to the applicant’s character, business reputation,
financial position and financial background, and whether the applicant has a
satisfactory ownership, trust or corporate structure.
THE FTP LICENSEES
Filco
13. Filco Limited (Filco) was incorporated in Alderney in June 2007 and applied to
AGCC later that year for a licence in order to market to the UK the internet poker
room called Full Tilt Poker, then operating in Kahnawake. The background to the
application is as follows.
14. Full Tilt Poker was at that time a prominent internet poker site operated by Kolyma
Corporation (Kolyma), a company incorporated in Aruba and licensed by the
Kahnawake Gaming Commission. The software was supplied by Tiltware LLC
(Tiltware), a California company which provided software support and maintenance,
as well as marketing, under exclusive agreements with Kolyma.
15. In 2006 Pocket Kings Limited (PK) was incorporated as an Irish company and took
over the operations and functions previously performed by Tiltware.
16. The sole proprietor and chief executive officer of Filco, Mr Ray Bitar, was also chief
executive officer of Kolyma and PK

For an interesting read, and one that has much relevance to many discussions on this thread, you might look at the bwinparty entertainment annual report for 2011. Some of it is corporate fluff but some is not. I found it interesting that they reported for PartyPoker a total amount wagered of €11.7 billion and net gaming revenue of €226.3 million. They comments about the future of online poker and it's connection with social networks is interesting as well as comments about consolidating European markets and their take on the future of the US market.

Full Tilt Poker Parent Company Hiring Again? By: PokerListings.com

According to a series of job ads on a prominent Irish recruitment site, Full Tilt Poker’s parent company Pocket Kings is hiring again and in “urgent need” of a number of specialists.

Posted on March 4 on Jobs.ie under a Pocket Kings Careers banner, the positions open are for Localization Specialists and Customer Service Reps in several languages.

Those job listings were actually made today - note the date format in the pic.

Are you all trying to say that we should be looking forward to exciting things happening next week?

I was surprised that Chinese (both Mandarin and Cantonese), Japanese, and Vietnamese were not on the list of languages; over 1/4 of the world's population. these countries have a long history of love of gambling among their populations. Why leave anyone out? China is like Japan was 30 years ago: kids are learning English in school at nearly all the goverment established apptitude levels................b
