I've never seen this, whether at limit or NL. Interesting idea though. I guess the problem is you need the other guy to actually break on the second draw, and then need to make a hand yourself on the third draw AND for the other guy not to improve. Feels like you need too many things to go your way and you'd be better off folding on 2nd or just trying to make a hand. If it was all in before the second draw as you describe, you're trying to get your opponent to break a hand that was good enough to go all in with (whether they bet or called would make a difference- I can't imagine someone calling and breaking, I'd think the decision has been made at that point), and if they do break its probably a nice smooth draw that is likely favourite over your hand and you've "wasted" a draw trying to get them to brake a hand that you could have beaten anyway and you're still a dog against.
