It's not very clear, no. He doesn't go around being openly white-supremacist or anti-Semitic, and he has Jewish supporters, perhaps because he's anti-Islamist -- or Islamophobic according to some.
But he's an odd fish, and in Hungary he was pretty clearly on the nationalist right. The sticky thing about the Order of Vitez is that its wartime members collaborated with the Nazis. Gorka doesn't seem to mind that, because his father was a postwar member of the revived order, when it was more about anti-Communism.
But the US State Department does regard the Order of Vitez as a Nazi-linked organisation, and membership is 'reportable' in immigration terms. If he does or did belong to it, he should have reported it when seeking a visa or naturalisation. (This would give him a strong motive to deny membership now.)
The Atlantic suggested that despite his White House role he probably does not have security clearance, because the Order of Vitez thing would throw up a vetting problem.
