My choices would be ryze, tristana, vlad, jayce, diana and maybe kog. These are strictly my opinion though.

ryze is everything but easy

There isn't really such a thing as hyper/hard carries in lol, at least using if using the same definition than eg. in dota. There's just pretty much no realistic scenario where a carry could take a 1vs4 or 1vs5 fight without his team. There's simply not any characters that would scale well enough through items. But some of the stronger lategame carries are still called hypercarries sometimes.

I would add at least Vayne, Karthus and Sion. And I think kog is definitely one, not just maybe. Sivir also has pretty sick multi-target dps But the problem is all of those require a team to back them up, so they're not really what he was asking for.

Actually maybe a fed Poppy could be closest to the definition of hypercarry thanks to his ulti?
