Quite a few sites don't include any results information in their hand history files so PT3 attempts to infer the results from the play of the tournament but in some very short tournaments like this there isn't enough information to detect the tournament type correctly. I wouldn't expect to see numbers like that though - please attach the hand history file to a support ticket on the PokerTracker website and tell us the type of tournament so that we can see if the detection rules can be improved.

No - "Fold to pre-flop 3bet when Raised" only counts hands where the player folded to a 3Bet after making the first raise.

Yes, that's correct. When a player calls a CBet we don't know what the intention of that is. We only know the intention was to bet if the aggressor checks the next street when that is what actually happens, so in PokerTracker a "float" is the bet on the next street, not the call.

The definition of these stats isn't changed in PT4 - again there are both options for the fold to 3bet stat, and floats are defined the same way. There is also a stat for "Call F CBet", but that doesn't tell you what the intention is, so it isn't labelled as a "float".
