It means is that villain is taking a larger part of the pot than hero.
Whether hero is making money compared to preflop, depends on what happened preflop.
For example, if it's Cutoff vs Button, hero minraises, villain calls on the button, the blinds fold, then both hero and villain both invested 2bb preflop.
In this case hero makes 2.1698 versus an investment of 2bb, for a profit of 2.1698-2=0.1698bb.
If it's Button vs BB, with villain on the button raising 2.5, and hero calling in the bb, then hero invested 1.5bb to get to this spot.
In this case his profit is 2.1698-1.5=0.6698.
