Well it is the biggest... But there are bit similiar festivals almost every where(like in iloilo, lanzones in camiguin, kamuulan in bukidnon, CDO and couple in Davao) but yea not nowhere massive as sinulog.

Should be some stuff going on during Holy Week. Think that's last week of March this year, going into first few days of April.

Go to San Fernando during Easter and watch those guys that crucify themselves.

i was here for holy week last year. swear nothing went on in manila apart from some catholic stands where people went to pray. was no extra drinking/going out at all

I think alot of the younger crowd ( say the 16-30 demographic,) goes to the islands/beaches for part of Holy Week. So there is partying going on, just not in the city.

Indeed, though filipinos usually go with their entire family(that does not mean that there isn't some drinking going on) but places like samal island(near Davao) are fully packed during christmas and holy week

so is subic, though i still wouldnt really consider it a party weekend
