Because he's going to be having a wide range postflop and is going to be making a lot more mistakes postflop than if u 4bet and let him play a perfect game with JJ+ assuming that's his shoving/calling shove range.

how can you know how wide he is calling 4-bets or shoving over them?

By how he generally plays, if he's a good LAG etc. Also idk how many hands you have on him where he 3bets 18%, even if it's 100 hands, he may have been dealt the right cards at the right time.
