Raising seems better than calling imo. I don't think you are good here more than 15%.

I don't like calling because I can see them bluffing with the best hand quite often here. Raising is probably pretty decent though.

Yeah there's definitely no need for a shove. Even a little more than a min-raise is fine for psychological reasons.
