What are you giving the yellow for? Unsporting Behavior for a tactical foul is the normal reasoning, but think about it for a second.
If it isn't an obvious goal-scoring opportunity (you didn't give a red), then how is it tactically advantageous for the player to commit the penalty? Hint: it isn't.
That foul only tactically makes sense when it is an obvious goal-scoring opportunity in which case it's a straight red. If it isn't an obvious goal-scoring opportunity, then the foul is just stupidity and stupidity isn't a cardable offense (unless of course the foul is "reckless," which that wasn't and those kind of fouls almost never are).
Basically, refs give that yellow as a cop-out. There is no such thing as a "kinda, maybe, sorta" goal-scoring opportunity. It either is or it isn't, and if it isn't, no card is necessary or even justifiable.
The options should be PK and a red or PK and no card. This is just bad refereeing plain and simple and way too many refs do it.
