i don't watch much TCAP but as I understand it the decoys the guys are chatting with are all of age and the decoys at the house are all of age. so what exactly are they charging these guys with when there are no actual minors involved?

I always thought you were like 35, but then I do not understand the British education system so you might be regardless of this post
A lot of states have laws on the books to allow for charges if the person genuinely believes they're talking to a young girl and therefore would be breaking the law. It's a sort of legal grey area right now really. Some of the first TCaP's ended up with all parties getting released without charges (although one guy killed himself later).
