ok, here is my answer then.
there are a bunch of different scenarios I will consider.
For the no playoffs, 1 title streak to end you can have (I'm sure I left some out):
1. a title to end the streak
2. a playoff appearance with no title to end the streak
3. an unknown end where the season can go in any direction
For the playoffs every year and no title steak to end you can have (I'm sure I left some out):
A: a title to end the streak
B: missing the playoffs to end the streak
C: an unknown end where the season can go in any direction
This matrix explains my preferences for these scenarios. All preferences are listed where the number in the box represents the tipping point for where I would prefer the playoff team with no titles over the one with one title an no other playoffs.
