this is still true. Public schools only though for full tuition, but you still get some $ for private schools. It used to cover books and fees too, but that was taken away about 5 years ago. The program has been running since the early 90s I think.
You get it by getting a 3.0 in HS or having a high enough score on the SAT or ACT or you can earn it in college (not applied retroactively) with a 3.0 in college.
The biggest negative (or positive depending on how you spin it) is that it doesn't encourage kids to branch out and leave the state because it is so much cheaper than out of state options.
