I actually think it's a media strategy. I think Grassley is hoping Avenatti will go do a few rounds of interviews about Swetnick, bringing the least credible accusations against Kavanaugh back into the news cycle a week and a half before the election. They know they're losing the Kavanaugh bump they got and they want it back for 11/6.

Polling shifted pretty hard to the GOP during the Kavanaugh fight. It may backfire in the House, but it helped a lot in the Senate. If they think the House is out of reach, netting 1-2 seats in the Senate instead of breaking even is of massive importance going forward.

It's hard to picture the Dems gaining more than a seat in 2020. Maybe two. So if it stays 51-49, Dems have a shot to control the Senate. If it goes to 52-48, they're drawing thin to control the Senate after 2020. If it goes to 53-47, the GOP will be able to block everything if the Dems have the House and White House after 2020.

No laws, no SCOTUS justices, no judges. This has been their strategy IMO. Gain a ton of ground on partisan issues, block like hell with the Senate and courts for the long-term.
