They certainly should not be pocketing bounties themselves as a site in situations like this and as described by you and agreed upon by the rep, Player A indeed did not get Player B's bounty because he did not have the chips to cover him and make it so.
It's your bounty.
And these are the things that truly concern me as well.
I play black chip bounties live when I can make them, they're a good time, but for me to begin having faith in these online poker sites to start putting up $300 to $500 a tourney things like this cannot happen and especially so if they do happen, cannot be this type of migraine headache to correct, or even worse you're ultimately left hanging absolute once you get to a higher up representative of said site and they make a final decision that agrees with Peter.
