Just personal preference I suppose. Most of my hobbies (reading, writing, card games) and my job (poker and writing) don't really need a big city to function. If there's a Best Buy, bookstore, and Chinese restaurant, I'm set. My wife, on the other hand, likes to get involved in yoga classes, social awareness groups, tutoring university students, etc. so she really has to be in a larger city to function.
Mainly I was thinking about ease of mobility, though. I've never been to Vancouver, but I can say it seems like a pretty sure bet - for double the price. A small town might or might not suck, but it's cheap. If you're single, you can go check out small town X for a few months, and if it sucks, you can reroll with no consequences. If you're married, it's harder to do that, since your spouse will likely have gotten set up with a job, your kids will be in school, etc.
So, if I was single I'd gamble (small town), if I was married I'd take the sure bet (Vancouver/Toronto/Ottawa/Montreal).
