If the rotation only has PLO dealers dealing one down a week, they need to know the game. Maybe only the dealers who know the game should deal PLO with an incentive to reward their diversified understanding.
And if some dealers just don't care, as is the case in many customer service positions, they should be warned, written up, and/or fired. Dealers represent the casinos and the casinos' reputations are critical to their success.
