Keep playing him as you normally would, if anything increase the frequency if your bankroll and mental state can handle it, as he's showing that you playing him is really making an impact on his confidence/decisions.
If you want to get technical, it's a math problem, identify the important variables (your $ per min vs him compared to the avg reg that is also playing the same time as him compared to waiting for an open lobby).
You'll have to make some assumptions, and if nothing sticks out too extreme over another option, play him when you feel good, don't play him when you don't feel good and you're probably close to making the best decision and avoiding terrible choices most of the time.
Edit: I would consider him timing down to obviously decrease your potential edge, but I think the information he gives about his likely lack of confidence/mental fragility more than makes up for this on average.
Of course, if people regularly timed down to decrease your potential edge my statement would likely be false, but I think most of the time when people actually time down they are upset/angry/otherwise in a negative mental place due to you sitting them (not always, but usually). You're usually close to or in the territory where he'll tilt and make pretty bad decisions that allows you to profit additionally. Other times, the opponent recognizes they are upset and quits. Either result takes him out of the lobby and increases the chances that your next opponent is a bad player.
