Australia has an income cutoff where you have to pay extra medicare payments if you don't have private health care. It's an extra 1% on all income. As I don't live in Australia and you can't use Australian Private Heath Care anywhere but Australia I obviously don't have it.
So it's not really a jump in a tax payment going $1 over a certain amount, but a penalty for not having private health care if you earn $1 over a certain amount.
