I suspect I'm just walking into some sort of trap here but I was just taking a simplistic mathematical view without factoring in anything else. 2$ to play, 400$ million jackpot. Doesn't that mean as long as your odds are better than 1/200000000, it's +EV? The actual odds are 1/175000000. If you played 175000000 lotteries @ 400$ million you'd be spending 350$ million to win 400$ million, one of which you should be expected to win. There is maybe 10$ million at the very most in other prizes, so you'd only be winning 390$ million. And after taxes that's probably only ~25$ million.

Of course if the jackpot is split then it's hardly worth playing.
