not to say there isn't creative accounting involved, but we're talking about 819 rooms and 104 suites, including a couple designed to be occupied by heads of state, being completely renovated without disrupting an active casino below.
likely phased floor-by-floor to maintain as many bookable rooms as possible, which extends the schedule and the budget.
they're also not using the type of materials ordered online by developers with a home depot reward card.
