TP vs Laggro steal TP vs Laggro steal

I've been playing a lot of heads up lately, and in that game, at least at low stakes, there are a lot of villains who think that the first one to get all in will win the pot, and they are often right.

$68 stacks. Villain steals from button 65%, c-bets 85%, and 2 barrels 65%. I'm bb with K 9.

Villain opens from the button for $1.50. I call

Flop: 9 7 3. I check, villain bets $2. I call.

Turn: J. I check, villain bets $6. I raise to $21, thinking I can rep a made draw. Villain shoves. There are a lot of hands that beat me, but at the same time, villain could be doing this with a lot of draws that I am ahead of. Also, at low stakes heads up, I find a fair number of donks who take the line that, "I already bet this twice. If you want this pot you're gonna have to call a shove." From my experience in ring games, there aren't many players who play like that, but it's been a year and a half since I played ring games, so idk...

I folded, but I have my suspicions he'd shove atc there.

a) wrong forum, this is the Full Ring forum, where FYI we don't know squat about HU
b) why the hell would you want to rep a made draw when you've got a pretty decent 1pair hand, especially against a guy who you think makes a lot of big bluffs? Flat turn and give him the opportunity to bluff the river.

wait, you didn't actually state how many players were at the table in your hand. Whatever.
