my first thought as well.
there are a couple of muni courses at the same location in PDX that don't do frost delays, managed by Kemper Sports (who also manage Bandon, Chambers, Sand Hills, Streamsong, etc), and designed by Robert Trent Jones II. they just haven't done it for the past several years. the grounds crew will go out early and whisk the frost off the greens before the first group, but that's pretty much all they do...never have to wait.
i don't know if it's because the type of grass on the greens isn't as prone to breaking when frozen as other types, or if they just don't give a rip. i suppose we are in oregon where growing grass is one of the best things we do, so maybe that has something to do with it?
