Rules in Thailand get enforced gradually stricter. 5 years ago, lots of people were using fake teaching certificates to get jobs. 5 years ago, lots of people were getting teaching jobs in BKK with no degree. Then, slowly, these things are becoming a rarity, and people are getting deported if caught with fake degrees. Oh... did you already forget how much easier visa rules used to be 5 years ago?
I think the same will happen with this overstay stuff. Thailand is moving into 1st world, and they don't need mostly scumbag poor tourists that try to live there. The place is already overcrowded with tourists. They can increasingly rely on real tourists that come for 3 weeks blow 6K, and leave so they will not be missing out much. They will slowly tighten the screw as they slowly tightened the screw on other things.
On a side note, I bet the same thing will happen with lax banking rules. It is easy to hide money in LOS right now. When reporting standards get implemented and information starts to get exchanged b/w US and LOS, the people avoiding taxes and hiding assets for years will be screwed and it's one of those things you can't just fix or stop doing because you are liable for the past.
