I am retired (disability) Navy and would like to know about this. Sure would make relocation easier if I could use the Navy or Army Federal Credit Union for poker and not have to worry about setting up an account.

Just open an account wherever you go. Its easy to do. That was the route I took years ago anyway

No idea about Germany, but in New Zealand and Australia I just walked in with some cash and a passport and opened an account. They didn't even require a local address, I used the bank branch as the address. It does make a lot of things easier if you'll be there more than a couple of months.

Look online for local banks, pick one, walk in and ask. Just say you're in the country for X period of time and need a local account for expenses. You only need enough cash to get the account started - after you open it you can do a wire transfer from the US credit union.
